Occurs after the
TopAxis has finished drawing. Write an OnDrawTopAxis event handler to take specific action after the TopAxis has finished drawing. The Canvas parameter points to the canvas where the TopAxis was drawn. The ARect rectangle contains the rectangle coordinates where the TopAxis was drawn.
