Updates the Width and Height of all TSVGSize that equal the specified screen Scale for every SVG item in the collection. The new Width and Height equal the aWidth and aHeight parameters If the scale parameter is -1, it updates ALL items for each SVG item to the aWidth and aHeight parameters.
